The Bureau of Unresolved Queries exists to keep a single question mark in motion at all times, on the theory that a question left spinning is a question still technically being worked on. The Bureau has never closed a case. It has, however, opened several thousand.
The mark rotates continuously above a field of drifting shapes, each shape independently pondering something of its own that it has not disclosed to the mark, to the Bureau, or to you. This is by design. Coordination was attempted once and deemed unnecessary.
Tapping anywhere on the field briefly halts the rotation and surfaces one finding from the Bureau's archive. The finding is logged as delivered whether or not it resolves anything, since resolution was never a metric the Bureau agreed to be measured on.
Findings are drawn from an archive of prior deliberations, none of which reached a conclusion. The archive is described internally as "comprehensive" and externally as "the archive." Duplicate findings are avoided wherever the Bureau remembers to avoid them.
The Clarity Achieved metric is measured continuously and has never moved from its starting value. The Bureau considers this a stable baseline rather than a failure, and asks that you do the same.
